Telehealth Flexibilities, Enhanced Premium Tax Credits Among Legislative Opportunities in HLC Letter to Congressional Leaders

The Healthcare Leadership Council (HLC), an association of CEOs and C-suite executives from all sectors of healthcare, sent a letter to the bipartisan leaders in the House and Senate outlining patient-centered health policy priorities for 2025 and immediate and additional legislative opportunities for the 119th Congress.

With eyes across the country watching the confirmation hearings for the potential next leader of the U.S. Department of Health and Human Services this week, HLC President and CEO Maria Ghazal wrote:

“The U.S. healthcare system is at a critical juncture … Rising healthcare costs, disparities in access, and the need for innovative technologies demand bold and collaborative action. HLC remains steadfast in its commitment to promoting patient-centered care, harnessing transformational technologies such as artificial intelligence (AI) and cybersecurity, and fostering private sector investment and innovation … Together, we can ensure a stronger, more resilient, and patient-focused healthcare system for all Americans.”

Policy priorities highlighted in the letter include:

  • Incentivizing value-based, high-quality care
  • Leveraging transformative technology
  • Strengthening healthcare access and affordability
  • Promoting innovation

The letter also outlined legislative opportunities for 2025 – immediate and long-term – which include:

  • Extending or make permanent Medicare telehealth flexibilities
  • Extending the Acute Hospital Care at Home (AHCAH) waiver
  • Enacting legislative fixes to the Inflation Reduction Act (IRA)
  • Preserving the Affordable Care Act’s (ACA) enhanced premium tax credits
  • Reforming Congressional Budget Office (CBO) scoring

The letter was addressed to Senate Majority Leader John Thune (R-SD), Senate Minority Leader Chuck Schumer (D-NY), Speaker Mike Johnson (R-LA), and House Minority Leader Hakeem Jeffries (D-NY).
