Medicare Part D Average Premium Rates Will Not Increase in 2013, HHS Announces

WASHINGTON – The U.S. Department of Health and Human Services announced today that average basic premiums for prescription drug plans in the Medicare Part D program will remain constant for the third straight year.  The average monthly premium for 2013 is expected to be $30, based on bids submitted by health plans for the 2013 benefit year.  Average premiums for 2012, according to HHS, were projected to be $30 and ultimately averaged $29.67

Healthcare Leadership Council President Mary R. Grealy issued the following statement: 

“Millions of Medicare beneficiaries continue to have affordable access to the medicines they need.  The fact that Medicare premiums are, on average, remaining steady for the third consecutive year is a blessing to elderly and disabled Americans with fixed incomes.  These affordable premiums are further confirmation of consumers’ power to drive value.  By being able to choose a plan that best meets their medication needs at a price they can afford, Medicare beneficiaries are making plans compete on the basis of value.  It’s an approach that continues to work.

“Medicare Part D continues to hold a unique place among government programs.  Its costs to taxpayers are more than 40 percent below original Congressional Budget Office projections.  And, it remains extremely popular, with well over 80 percent of seniors expressing positive views toward the program.

“There are still improvements being made, such as the gradual closing of the coverage gap, but it is important that we keep the fundamental structure of Medicare Part D intact.  It’s a program that is achieving great success in helping Americans who have the greatest needs.”
