Clara Keane
Director of Access and Coverage Policy
Clara Keane serves as Director of Access and Coverage Policy at the Healthcare Leadership Council (HLC), the leading healthcare industry association representing all segments of American healthcare. In this role, Ms. Keane advances HLC’s priorities to promote access, coverage, and the transition to value-based care.
Prior to joining HLC, Ms. Keane worked to improve access to mental health services at the state level for six years. Most recently at the Treatment Advocacy Center, she worked to advance state laws to increase access to treatment for adults with serious mental illness. Previously, her work at the American Art Therapy Association (AATA) focused on state licensure and insurance reimbursement for AATA providers. Ms. Keane started her career at Avalon Health Economics, where she conducted research and analysis for a variety of client projects.
Ms. Keane graduated Phi Beta Kappa from Drew University with a bachelor’s degree in humanities and earned a master’s degree in public policy with an emphasis in health policy from the Schar School of Policy and Government at George Mason University. During graduate school, Ms. Keane held the prestigious Bryce Harlow Fellowship for two years.
